Exact same story as a Canadian film of the same name by Emmeritus Productions (mid-80s formula flicks made in exactly 25 days each for Canadian TV). 1985's The Tower was directed by Jim Makichuk.

Allow me to state the obvious, having a similar general concept doesn't make it a remake. And anyway, I doubt that thrown together Canadian flick was the first 'monster building' story.
