Was Thomas spying on Peter?

Right after Thomas shows Peter his new bike (motorcycle thing), Peter asks him if he was told to "spy on him". Thomas acts like he is very offended, almost too offended in a suspicious way. Was Thomas asked to keep an eye on Peter, or am I reading into this?

You are not reading into it ... the question was posed in the film ... and that is as much as we know in the film.
