Is Miller in actuality a great sniper?


I know he barely got any shots in this movie, but I can't help to think that even when he missed, he wasn't really a bad sniper. You can see how he intentionally holds back, and just when he's about to shoot someone, he just can't do it and leave it at a warning shot at best. I think this is a way to show what kind of character he is. Notice how he complains about Beckett's cold approach to killing even though he helps him? He does that because he tries so hard to seem like a better person, despite far from being a saint himself. In the end, he gives up since he's been pushed to the breaking point, and finally sees no other option than killing.
So in short, Miller was absolutely a terrific sniper. He was just struggling with his demons and moral standpoint to fire off a killshot just like that.
