I think this is the first time I've seen this film (so far it feels like the bastard child of Animaniacs and an Aladdin/Iago fanfic), but I'm having déja vu with Abis Mal. Was he in the TV series or something, or is it just me?

Never mind, he was in the series, plus he reminds me of Al from Toy Story 2 in appearance and is probably the same voice actor.

Those two have always seemed similar to me as well so I can see why you would think it was the same voice.
He was voiced by Jason Alexander who plays George Costanza on Seinfeld.
