Why was this made and other questions...

The original Psycho Cop was pretty much unknown and obscure. Who thought up the sequel and how did it get green lighted? Anyone have info on that? Also, in the alternate versions section, it says the unrated 85 minute version has shown up on Cinemax and the USA Network. I only remember the R rated version on Cinemax and don't ever recall seeing this on the USA network.
