When ????????
Reading the back of the DVD box it says that it is set in a 'Grim, future america"
Does this mean that the film was set in the future....
If so when?

I'd take that with a dose of salt if I were you - covers are often not all that accurate.
At best I'd say they wanted the idea to be "near future", 5-10 years or so. That's a common tactic film makers use to have a setting that's basically identical to the present day (no flying cars or whatever), while having major events happen that we just don't see around us. In this case, the film shows government assassians gunning down bad guys every week or two when that doesn't happen in the present day - you just say that government starts doing this in a few years time.
