4:3 aspect ratio

At first I thought it was a TV movie, but wikipedia says it was a theatrical feature both in Japan and US. Why was it produced in 4:3 then?

I know I picked up the Blu-Ray today, and just finished watching the movie. My copy wasn't wide screen. I don't know if there is one floating around.
