I love this movie and quote it regularly, but i never really understood this line.
Is it a reference to Dances with wolves? A reference to the outfit she is wearing? a reference to frvolity?

It's a Dances With Wolves reference, yes. Also a reference to her overbearing personality and high class insistences. You got them all.
