Is without a doubt the most underrated performance in movie history. mid way though the movie you are literally scare of the guy because you know he's a psychopath.

I love when Caine said he was "America's nightmare, young black & didn't give a fvck." That line really fit his character, especially hit close to home for me since I know someone like him.

You are absolutely correct. An Oscar worthy performance. Tate has a lot of range.

There were some really good villains in movies in 1993.

In yet another instance where I didn't like the Oscar choice, Tommy Lee Jones won Best Supporting Actor over Ralph Fiennes in Schindler's List and John Malkovich for In The Line of Fire. Also,

Sean Penn was great in Carlito's Way. My favorite performance from him along with Fast Times, which shows that he can at least play someone with a sense of humor, even if he lacks one in real life.
