why does Lori give away Max 45-50 min through the movie?

Because Perry did not want him. She took him to some guy that said he had a farm and Max would have a lot of space to enjoy. Was not true though.

why did he lie he had a farm?

The guy wanted a guard dog. He simply just lied to get it, because he knew that Lori would probably not give up Max to a home where he would be chained up and mistreated.
