Gaby Hoffman was about 11 when she filmed this movie. Nick Stahl was 14. But in the movie, Chuck's mom says that his dad was her third husband and she also said that she had three children from three different fathers. If that's the case, then Megan would have been older than Chuck and He'd be the youngest. Unless I missed something.

Yes, you missed one husband. In the scene where Chuck's riding in McLeod's car after the plane ride, he says something about the bearded guy becoming his mother's husband number five. So she's been married four times before, with the three different fathers and one other guy.
That guy and Gloria's dad must be number one and two, it's not clear in which order. Then she married Chuck's dad, making him number three, and Megan's dad is number four. Chuck's older than Megan.
Well, if he is older then Megan, then he must not be that much older. I'm going to say they looked like they were anywhere between 1 and 2 years apart.

They also make it pretty clear that she's younger.
Stahl's born in December and this was probably filmed in 1992, so he's probably 12 here.
