Why no Blu Ray release?

This movie got a DVD release only in 2009 and with 2.0 audio at that! By that time Blu Ray was already a widespread format and it boggles the mind why as of 2016 (almost 2017) Warners haven't given it the high definition surround sound edition it deserves or even announced it.
