To the Patriarchs, Primates, Archbishops, and Bishops of the Catholic World in Grace and Communion with the Apostolic See: "Laws come before men live together in society, and originate in the natural, and therefore in the eternal law. The precepts, therefore, natural law, contained bodily in the laws of men, have not only the force of human law, but have greater and more August sanction which belongs to the law of nature and the eternal law. And in the context of these types of laws the duty of the civil legislator above all, to keep the community in obedience to the adoption of a common discipline and curbing men viciously inclined refractory, so that deter from evil, to refer to what is good, or at case may not cause problems and disturbances in the state. Now there are other laws of the civil authority, which are a direct consequence, but somewhat remote, natural law, and decide many points that the law of nature is only in a general and indefinite. For example, although the nature commands all to contribute to public peace and prosperity, all that belongs to the form and the circumstances and conditions under which the service should be provided should be determined by the wisdom of men, not nature itself. It is in the constitution of these particular rules of life, suggested by reason and prudence, and proposed by the competent authority, that human law, itself, is, forcing all citizens to work together to achieve the common goal that is proposed for the community, and forbade them out of it, and in so far as human law is in conformity with the dictates of nature, giving rise to what which is good, and deter from evil.

From this it is evident that the eternal law of God is the only standard and rule of human liberty, not only in each individual man, but also in the community and civil society which men constitute when united. Therefore, the true liberty of human society is to make each one as he pleases, for this simply end in turmoil and confusion, and the overthrow of the state, but rather that, through the requirements of civil law all may more easily conform to the requirements of the eternal law. Similarly, the freedom of those who have the authority not to order the authority to make irrational and capricious in its themes, which also would be criminal and would lead to the ruin of the republic, but the binding force of human laws is in this, that should be considered as applications of the eternal law, and incapable of sanctioning anything that is not contained in the eternal law, as in the beginning of every law.
