Subtle message or just coincidence?

During the course of the series, the upper echelon guys are all in a panic because they know that the Soviets are moving troops, and think that it's part of a plan to land them at Suez. Although it's never said explicitly in the series, the Hungarian uprising started about a week before the military operations (Israel's invasion of Sinai, Operation Musketeer), and the Soviet invasion of Hungary took place more or less simultaneously.

This leads me to wonder if Potter wasn't making a subtle implicit comment on the idiocy of the "intelligence" officers, who completely misread what the Soviets were doing, even though the Hungarian uprising is never mentioned explicitly.
