The ending seems as if they were going to make a sequel or continue it as a TV series.
Yeah, it was set up to be some kind of syndicated series, but the pilot failed miserably and this showed up one Friday night on FOX. But keep in mind that this was a product of the early 90's and there were lots of horrible productions like this, with horrible CGI and no-name actors (M.A.N.T.I.S. and Super Force immediately come to mind).
shareI thought it was a pilot too. While incredibly cheesy I do wonder if, with time, they'd have been able to make it into something watchable.

Of course it was meant to be continued as a series. Didn't you notice the credit in the opening titles that said "Guest star Francis Guinan"? Have you ever heard of a guest star in a movie? And no, despite what someone else wrote in this thread, it wasn't going to be a syndicated series. This was aired twice on NBC in prime time. It was pitched to them, not to Fox or whatever.
