I think the song was written for the film and it does feature in it at some point (I think it plays on the radio when Cassiel is at the bar). Also the lyrics refer to the film, especially the end lyric "the bang and the clatter as an angel hits the ground".
shareThe music video, also directed by Wim Wenders, practically reflects the movie only with the members of U2 as the angels and with Bono dropping in the end. I'm pretty sure that that is Otto Sander (Cassiel) in the beginning, but I could be wrong. I highly recommend seeing it.
