Im looking for a simular movie, with a character named Scooter?

Can anybody guess this movies name?
I have resently seen Prison Break episodes and then this movie then came to mind.

I thought it was Fortress but it wasnt and neighter Fortress 2 and neither Face/Off.

Anyway its a simular scenario a futuristic prison and the main character get help by other interns.

The only thing i remember is a slimy intern that is a sexoffender named "Scooter" or simular and he has blond short hair and i think he has an german accent.
And back then when i saw the movie i thougt it was H.P. Baxxter the singer in the Technomusicgroup Scooter, but it was not.

English spoken
It might be from 1990-2000 and its a film (not a tvseries)
kind of futuristic prison in space (or a regular hitech prison)
a group is breaking out
a slimy character called scooter with some accent maby german.
And i think the group hack a electric door.

That movie would be 'Moon 44,' an early effort from Roland Emmerich, who went on to *much* better things like 'The Day After Tomorrow.'

I saw the movie a few months ago, and was really disappointed. But I did get a few laughs from the 'Scooter' character wanting to make one of the young guys his b*tch!

('Fortress' is fantastic, by the way!)
