Did they wear neck braces or am I think of a different film?

I am trying to find a film I saw years ago where the prisoners had to wear an electric neck brace. I thought it might be this film, but I am not sure. Any idea what film I am thinking of if it is not this one?

Also a Rutger Hauer movie called Wedlock where they wear explosive neckbraces

Wedlock is the film based entirely around the concept. The Running Man features such devices in the first major set piece but not the rest of the film.

Both, like this film, are childhood memories for me! :)
