I remember it being in the movie, unless I got a bad DVD. When they're expaining why they wear the hats, after Ice says "We got some hats now MF's, doesn't Tasty say something like "And we ain't too tired to bust a cap in yo ass"? Instead it cuts straight to Vanilla Sherbert entering the room.

I'm not completely sure. The first time I saw the film was on VHS, so maybe it was cut out the DVD version. If anybody has a VHS copy to check I'd appreciate it.
shareThat line appears at the exact end of the movie, in the outtakes part that comes during the end credits. Wait until around the point that the music listing comes up, like around 1h 28 mins. It's right after the scene with Ice talking about, "This is when you know you blowin' up major, crazy large because they take you out of that generic 'N' *beep*."
