This movie is an exact duplication of "scarred city (1998) "this elite force targets the more important criminals some of whom the LAPD has been unable to bust due to lack of evidence. They let the crimes happen then make the bust, but the bust almost always ends up in murder"…Just as in scarred" What am I missing in the two films…I know the actor are different, but come on, Has any body ever thought one was a rip-off of the other i could not tell then differences in the two Both films "stink"…. what you have is another example of police bashing please let me know if i'm missing something

What you mean is, "Scar City"(1998) is an exact duplication of this movie, not the other way around, this movie precedes it by five years.

Besides, this movie was a LOT better. I liked the cast a lot, Scott Glenn, Lou Diamond Phillips, Yaphett Kotto, Andrew Divoff, Daniel Quinn, Ramon Franco, Thomas Rosales Jr, Paul Ben-Victor, etc., lots of great character-actors in this flick, and a lot of cool stunts and well-done shoot-outs.

The ending was also good, because it didn't go the typical "Hollywood-ending" way like most blockbusters tend to do. A screaming Scott Glenn-closeup is the best way to end EVERY movie!
