Why is this considered a flop?

i remember it opening at #1 when it came out and it grossed $40 million in 1993 Dollars. Considering this was a low-brow kids movie, I assume it shouldn't have cost more than $10 million. So it made a hefty profit for the studio. So why is this film considered a flop and why is it looked at as a joke? Critics be damned the bottom line was met and Burt and Norman should have gotten more work because of this.
