Tom's Cross Dressing

I just saw this film recently and its an interesting coincidence since we are just now going through a lot of controversy over sexual identity of children and who can use what bathroom. Was Tom's character really meant to be a budding cross dresser or that he actually identified as a female? Or was that just his way of coping with his situation where he felt helpless as a male and safer as a female? Or was it all simply an excuse to provide a working parallel for Jack to outwardly examine his relationship with Julie through the eyes of Tom and his friend?
