I almost didn't recognize him. He got the accent down, the grunge, everything.

Yeah I thought he was good. The accent seemed pretty hard to do but he got it right.

I don't know. His accent was kinda terrible butttttt very enjoyable and laughable to listen to.

Viggo wasn't a known actor at the time so it wouldn't have been considered a cameo.

I agree the role was great. But you probably do not know what "cameo" means.
Viggo played a role, Lalin, not himself. So not a cameo.
