Here's what I think: If Billie and/or Paul turn Harry in for bribery, extortion, embezzlement- whatever slew of things he's guilty of, Billie would be implicated too (or at least lose the companies, which are all in her name). As it ends, with Billie having the controlling interest in all the companies, she has control over Harry for a change, and is able to make the deal of selling them back to him one at a time. She would also be in a better position to help him reform without going to prison. She could hold the companies over his head as bargaining chips and make him promise to stay on the up and up when he did get back on his feet. I don't think she's vindictive enough to want him rotting in jail, but wanting a little financial vengeance is certainly understandable after the way he used and abused her.
Since Paul chose Billie's freedom and financial solvency over "the big story", she feels she can trust him to have her best interests at heart (even when the truly noble thing would be to turn everything over to the paper and the police). So, I figure she was protecting herself as well as Harry, since she stood to lose a lot too if his dirty deeds were made public. They were her companies, after all.
