or is there a homosexual undertone to the Mamoru/Fiore friendship? I got that feeling the first time I watched it when I was 10 and now I'm pretty sure thats whats going on, at lest on Fiore's side anyways.

It's not just you, trust me. In the Japanese version, the other Sailor Senshi even say that Mamoru and Fiore seemed like "more than just friends", implying exactly what you think. I think Ami even mentioned he seemed "popular with other boys" or something similar.
Mamoru isn't attracted to Fiore, but Fiore is definitely a little -too- jealous of his relationship with Sailor Moon.
Plus, ever notice that even with all the pretty female aliens around him, Fiore almost never takes his eyes off Tuxedo Mask?

Nope, definitely a BL vibe going on there.

I did like the added off-camera dialogue between the girls, remarking on this, with one of them saying "I know someone at my school in that kind of relationship"...

It was a nice rose toss to LGBTQ inclusivity in our era; an artistic license I approve of.
