Jim's status at the end?

At the end of the movie Jim is freed by act of will, but is still a negro in a slave state. So, does this give him political equality with whites?

What is the predicament of a black freedman in a slave state?

Wouldn't every second person he comes across be trying to enslave him and pass him off as legally bought?
