As far as Seinfeld went in 90s primetime didn't Rocko go as far with 90s Nicktoons - at least with the inappropriate humor - a lot of the time sharing Seinfeld's preoccupation "with nothing?"

Dr. Hutchinson/Mrs. Bighead = Elaine
Mr. Bighead = Newman

I would say it's cut from the same cloth as Seinfeld, maybe even influenced by it. A lot of early 90s shows shared its cynicism and fascination with the mundane.
