What was ROZ thinking

By this time Roz has known Frasier for 11 years. She worked with him almost daily. She definitely knows what most of his likes and dislikes are. So why in the world would she set him up with her friend Ann Hodges (Julia Sweeney)? She had to know they had NOTHING in common. Like the subject says what was Roz thinking?
