Mona's real intention

The main consensus of her last scene was that she was leaving both Jeff and Sam for good after how they had treated her. But in my own interpretation, she left Sam for good once she knew he had shot Jeff and was ready to get back together with Jeff... But just not immediately.

Mona got caught in Jeff's war against Judge and was gonna wait until Jeff had sorted things out. Also, she knew that Jeff still had affection for her despite avoiding her when she was with Sam. Mona may have left them both at that moment but that doesn't indicate that she never wanted to see Jeff again. She just wanted a break from building a relationship with someone. Her lines --- "I'm deciding on who I want to be with" and "Just because I'm not with you doesn't mean I'm staying with Sam" --- pretty much hints it all.
