He may or may not have been as good as Woody Harrelson, but I could still see him playing the character.

Woody Harrelson was perfect for this character since Billy is an extension of his aimable idiot-savant from "Cheers" and he was/is apparently a decent basketball player in reality. Sheen would have been a little too cynical and slick for the part, seeing as the character is supposed to appear rather slow and a bit of a hayseed. Sheen could have carried the part of well enough but he wouldn't have been as perfect as Harrelson.
