In all my visits to hospitals and rehabs (Yes I am in a wheelchair) I have never ever seen a facility transportation van with hand controls.
Anyone who transports patients is capable of driving normally.
So Joel could most likely not have been driving
I wondered about this too. I kept wondering how he was able to drive it if he couldn't walk.
Also, that they were able to get the van keys so easily.

Perhaps their van was for transportation and teaching purposes.
I love the movie but the most unbelievable part is that a para and a low quad got a C-4/5ish quad (Sang) dressed and placed into a chair before hitting the strip club. I like to suspend my disbelief and enjoy my movies though.

The Korean guy's line in that scene is one of the funniest I've ever heard in the thousands of films I've watched.
