These Scenes Seemed Questionable?

I'm curious as to two specific scenes in this movie; one when
Michael & Karen and their friends were out to dinner and
they discovered their car had a wheel boot that immobilized
the driver's side front wheel and two when they went to pay the
impound clerk. The impound lot computer showed $600 in
delinquent parking tickets and when Michael protested that
it was wrong the clerk replied: "Hey pal I've been working
here for five years, the computer is never wrong!" Could
it have really been that easy for Officer Pete to have
gotten a wheel lock and then input false data into the
database that showed the overdue parking tickets fee?
Do real life cops have this kind of leeway to get into a
database and input false information about a citizen?
And where would he obtain a wheel boot, I would guess he
bribed the impound clerk for one though this is just pure
speculation on my part and us viewers of the movie have to
use some imagination which is just what I have done. Anyone
care to provide some answers for my questions? Overall one
of Ray Liotta's best performances and a really creepy
thriller.

I dunno - but how would the 5-year guy know that it had never been wrong? Maybe it's wrong half the time, but how would he know?
