So 5 guys vs 1 at the end when hes out of bullets Bill just stands there without shooting him? wasn't he showing earlier the writer how fast he was with his pistol but at the end when munny is out of bullets he takes 5 seconds to draw his pistol? and the others also just waiting for him to shoot them

Little Bill never said he was particularly fast with his pistol, in fact, he said he was average at best when demonstrating his fast draw to Beauchamp. The point was that speed wasn't enough; a cool head was as or more important. No sense firing first if you miss.

As for the 5 seconds, that's an editing decision to make sure that the viewers don't miss exactly what happened.

^^^ This. Hackman pointed and clarified the importance of a cool head vs a fast draw because most likely fast draws who panicks will miss unlike Eastwood's character.

Munny wasn't out of bullets, he had a double barrel shotgun which he used one barrel to shoot Skinny. He still had the 2nd barrel available and pointed directly at Little Bill which is why Little Bill didn't initially draw his pistol. It's only after Munny pulled the trigger and the shotgun misfired that Bill drew his pistol. He missed because Munny threw the shotgun at him and also because ultimately he wasn't as cool under pressure as Munny. As Little Bill pointed out earlier, the biggest asset in a gunfight is calmness under pressure. All the deputies were inexperienced in gunfights and they panicked and shot haphazardly and most likely with their eyes closed.

Exactly this. Munny and Little Bill were rare men who could completely master fear and anger and making them work for them by enhancing their focus.
