It's up there. I'd say easily top 10 maybe top 5 by far segals best film. I think "the rock" was better though

Its a guilty pleasure for me, quite like Red Dawn but best(or even among the best) of the 90s? No. T2 would have to be the consensus best and I would personally agree. My best would be Heat. In the niche category though-Military Action, I would rate The Hunt for Red October, Air Force One, Goldeneye, and even The Rock ahead of Under Siege.

A complete rip off from Die Hard. 1988 concept: a criminal gang takes over a skyscraper holding hostages, etc. during a Christmas party, so they can steal bonds and securities from the safe in the building, not knowing that a kick-butt NYPD cop is hiding in the building, who one-by-one takes out the bad guys. Fast forward 4 years. 1992 concept: a Navy battleship is about to be decommissioned, and during the decommissioning party a criminal gang takes over the ship holding everybody aboard hostage so they can steal the nuclear weapons before they're offloaded, not knowing that a kick-butt Navy SEAL is hiding in the ship's galley, who one-by-one takes out the bad guys. A complete rip.

Get the facts first - you can distort them later!

Highly polished, funny/outrageous yet somehow feels authentic/believable (not too over the top) ... there's a LOT of subtle good things about this movie which are hard to describe but put it in my top 5-10 90's action flicks. T2, Alien 2, Leon/Professional, Rock, Red October, Die Hard 2 are other favorites.

90's Mission Impossible movies and 90's James Bond's are "very good effort" but something about them just doesn't quite match those above and I don't really enjoy them enough to rewatch many times.

edit: Now you say "NOT TOO OVER THE TOP?!?!! THAT LIST?!?!" but indeed, you CAN be quite over the top .. if it still feels authentic. CGI-look all over the place, digital color grading etc tend to ruin movies among many other subtle things as they shred the authenticity enough to give a feel that something is not right. I really enjoyed Burn Notice (even over 24) series as it felt like it made lot of effort to do things in funny yet authentic feeling way with a serious undertone (but not going too serious until say the last season for closure). (yeah no doubt there was some color grading involved but it was mainly specific episodes where it was obvious, otherwise it didn't feel like such)

From 00 movies that I've seen (haven't seen many as I can't stand the color grading and cgi) only Sunshine was very good until it kind of changed its genre near the end.

But excluding sci-fi like The Matrix and Terminator 2, I'd say that Under Siege is definitely one of the best 'straight' action movies of the 1990s, alongside Con Air and The Rock (possibly Michael Bay's only truly good film).

Of course, Die Hard (and if one includes sci-fi, Aliens) is the best action films of the 80s. Is there any dispute?
