It isn't defined in the movie or anywhere that I've seen. As far as we're supposed to assume, it's some kind of silly aquatic assault droid concieved by the whimsical imagination of the character Leeland Zevo.

I always thought of it as rather disgusting and ugly, when I first saw Toys I was 11 years old, and I have to admit the sea swine sort of scared me a little, well hell if you enclosed in a body water with no where to go and this big ass thing circling around you, you would be freaked out to and relate to Robin Williams' character Leslie Zevo.
