Avi Nesher, post Timebomb

I remember reading that Nesher wanted to make science fiction films, but seemed to fall off track after Timebomb, which I thought was fantastic.
I remember reading somewhere, perhaps Cinefantastique, that he was going to make a sci-fi crime film called "Hammerhead" but this didn't seem to happen.
Does anyone know why he veered away from genre films?
