I see that the guy had facial surgery. Is that because he's supposed to be Terry O'Quinn's character but he just didn't come back and they still wanted to make the movie?

Yes it is the same stepfather from the first 2 and that is their way of explaing how he looks completely differnt from before.

Given how he was supposed to be "dead" afetr the first one... and then "dead" afetr the second one... he probably thought it would be ridiculous to bring him back AGAIN.
Either way the surgery thing makes sense, after all the murdering he's done, I don't see him not being recognized by SOMEONE.
I wish they would have had Terry make an appearance in the remake, even that blonde girl in the movie made a comment in an interview that "oh yeah he'll be making a cameo", yet he never did. =/

I wish they had brought back terry for this movie instead of replaced him with such a terrible actor but the way they explain the diffent apperance is kind of clever.

No the stepfather gets killed at the beginning by the guy who wears the bunny costume. The stepfather shows up at the dance and later he shows up at keith grants house and keith kills him. Watch the movie next time!
