Was Steven Keats in 'Shadows and Fog?'

While reading an obituary of a favorite actor of mine, I came across the information (published in the New York Times of May 18, 1994) that Steven
Keats' "...most recent film appearance was in Woody Allen's 'Shadows and Fog.'"
I note, however, Steven Keats' name is not listed in the cast of characters.

Sometimes an actor's filmography is not complete, but I'm a little puzzled that
the New Yorks Times printed this reference to the movie, but I do not see any
evidence of his presence in the cast.

Was this an erroneous report published in the New York Times, or did Steven Keats make a cameo appearance in the movie that was uncredited? I'd appreciate it if someone could inform me one way or the other. Thanks.

in the beginning of the movie where woody is approached by a group of omenous guys including david ogden stiers. i don't know if he says anything but he's there and in a beard. (if i remember correctly.)
