odd how in the credits on the film she is credited as Nikki de Boer but on the front of the DVD and on IMDB its Nicole de Boer

Sure -- Nikki when she was younger and Nicole now that she's more mature and sophisticated and all that. Kind of like the kid from Silver Spoons going from Ricky to Rick.

Not sure when this DVD was released, but if it came out after The Dead Zone series started, they probably wanted to capitalize on that.
