Where's the Energy/Beam/Laser Weapon Now?

One of the documentary's most bizarre (and now-forgotten) charges was that the U.S. military tested an energy, beam, or laser weapon during the invasion that "sliced cars in half," according to one witness.

So 27 years later, whatever happened to that weapon? It might have been useful to kill terrorists from space or in the field in Afghanistan, Iraq, Syria, Libya, and Yemen.
