ill agree that the film is overrated overall. but the acting is not bad.
there is ultimately to much action in the film that dulled it down a little but i still enjoyed it overall. it's almost like John Woo tried to top The Killer but ended up getting to much action in the process as later in the film the action just goes on and on.
but one thing is for sure... John Woo's 'The Killer' (1989) is definitely the superior film between these two films.
-The Killer (1989) = 8/10
-Hard Boiled (1992) = 7/10 (possible 6.5)
so basically The Killer is definitely the one ill be re-watching the most between the two films as even though i might be able to watch Hard Boiled again it's not something i would be in a hurry to see again. i already seen The Killer twice so far and i just finished watching Hard Boiled for the first time a few moments ago.

The problem its not about having too much action, the problem is, that there is no tension build to justify the action
Action for the sake of action, gets boring, fast
Its like Woo only cares for the superficiality of the action
