I assume that he realized that Hoi's time was ending, and the next big mob boss would be Johnny Wong, so it would benefit himself and the police more if he became involved with him. I don't know for sure so if anyone does then please correct me.

I find it hard to believe Alan was undercover, what kind of cop goes around murdering gangsters, especially in a public library?
