The Dub Voice for the General

The voice in the Dimension dub sounds SUPER familiar, but I can't place where I've heard this voice actor before and it's drving me crazy! I can't pinpoint if it's another HK dub or an anime or a video game, I'm just certain I've heard it in some context before. I can't find a list of ADR voices that match up with characters, so anybody got the answer?
