Haven't seen this movie in over 20 years

Every time we'd go in the video department, we'd beg my mom to rent the tape. This was around 1993-1994. I am watching it on ABC Family right now. I swear that Adam wanted the red balloon to be bigger, and that's why the dad was blowing it up on the helium tank where it popped. And wasn't there a birthday party scene in the house? It was never explained where he got the balloon. seems like everything I remember about the movie got cut out on ABC family. I also think that the kid is my age. It had to be shot in 1991 when he was 2. I was also 2 in 1991. The Sweatin to the Oldies scene made me laugh because I have the DVD and it shows a shot of Sweatin 3, when it's supposed to be Sweatin 2, and the shots are edited weirdly. It shows 3 different songs. lol

And when Adam picks up the older brother when the neighbors ring the doorbell, it's clearly a doll. That made me laugh.
