How do makeup artist make actress like Kristy Swanson look so young?

Can somebody explain the art of this?

Uh, she was 22 when she made this movie in 1991, so, it was probably not that big a challenge for the makeup artist to make her look young...

Actually she was only 20, since the movie was made in 1989 and shelved for two years.
