So it was just pointless. They should have just had him like the Sandman where he's body and flesh immortal.

He is immortal, but his vessel was not.
The cop had 2 jobs. To burn something which would prevent the Dust Devil from transferring bodies, and to bind him with that stick.
I believe the binding was successful, but the cop was burning the stuff while in the vehicle with the husband, not during the final confrontation.... Which to me means the Dust Devil was bound (so destroy-able) but his spirit was able to travel afterwards (into Wendy).
His body was killed off, but "he" wasn't.
We've met before, haven't we?
