Please tell me if it matches this description

This is my description :

"The movie I am trying to find is in colour and is at least five years old. I think it was in English (not sure!). It involves a white man who arrives in as Asian country. It could be India, Thailand,... I'm quite sure it wasn't Japan or South Korea.
I think he is a doctor who wants to practice medicine there. In the street he sees a local man who runs a needle through his arm(s?) and then attaches a bucket or something to it. Then he starts spinning around, carrying the bucket(s) with the needle(s)!!

Then later, he is in some auditorium talking about how to cure diseases. Then (maybe the organizers of this conference?) some people bring a kid in a wheelchair up on stage, as if they were saying : and can you heal him? The kid's chest was bare, and it was really strange, there was some infection spreading all over the chest, it looked swollen (hard to describe), but it was huge and scary. The man (doctor?) is surprised by this and angered.
I think later he says something to one of his local coworkers like "why did you show me this?".

All of what I said probably happened in the first half hour. I didn't see anything of it beyond this point. "
