He was both friend and foe. He ran the slum, and kept things in order in the absence of any form of law and order. He provided jobs, took care of his "people" (sort of) and collected protection money from everyone. In the book he could be compassionate and generous, knowing that keeping on the right side of everyone worked best, but his son did not understand that. He could also be cruel to those who defied him or refused to pay kickbacks.
