Candyman and baby Anthony theory. Resurrection?

I have a wild theory and maybe other people have thought of this too after watching the movie a few more times.

Candyman abducting baby Anthony and taking him underground, I think Candyman was planning on either be resurrected and unstoppable by sacrificing baby Anthony and/or Heather.

One of the two were supposed to die in order for Candyman to be resurrected and unstoppable where he would kill more innocent people in the hood. Dunno why he would kill his fellow black people since they didnt do him wrong or whatever
