Dubbing?

With the copy I got it sounds like it was originally spoken in English, but has been dubbed with what sounds like Russians speaking English. It sounds terrible. There are no subtitles. Do I have a bad copy?
The opening credits are in Russian only.
I saw this movie some time ago and as I recall it sounded like Bob Hoskins was just speaking English, and it sounded good.
